SYNOPSIS

Housing as a form of property investment required proper management and maintenance in order to ensure a better – standard of living. The inadequacy of good management can however resulted to serious problems that could redness estate life cycle.

Management strategies in this respect are meant to be objectives, plans and policies carefully set up to ensure or to achieve a desirable result. In the course of management; contrary of general belief, management entails more than mere rents collection.

It thus involves finding tenants, arranging, preparing leases, then dealing with the maintenance weather for a landlord or tenants account.

In this research work, effort would be examine the existing management and maintenance procedure of housing estates with a focus on Olofa housing estate and to look into the management problems that effect the living standard of the inhabitant of case study.

The dissertation also looks into the effective measures that should be taken to ensure the housing units provided for the tenant/inhabitant are well managed and preserve to enhance their aesthetic and capital value.

1.0 INTRODUCTION

Housing has been universally accepted as one of the basic needs of every individual, family and the community at large. It is a matter of fact more than mere shelter as it cuts across all the social services and utilities that makes a community a conducive environment.

Problems of housing are not restricted to quantity of the available units. Most of the housing estates are now in more deplorable conditions with poor and inadequate facilities and services. While many building structures are obsolete waiting for renewal others are weakened rapidly depreciated due to lack of repairs. The maintenance culture has been noted poor and inadequate this resulting in a continual loss of their usefulness and value.

The provision of housing estate is one thing the management of the unit to another. It is unfortunate to note that a lot of problems have been identified with the management of low income residential housing estate that requires prompt and urgent solutions.

Also, the provisions which were made to ease the weight of the accommodation problems in the urban areas have now ended up as a heavier burden on the inhabitants of the estate: poor management and ineffective implementation of policies are identified in the study as major constraints.

The process of management procedure are usually neglected equally, the authority charged with the responsibilities of ensuring that the housing estates exist to achieve their stated objectives are sometimes over – strained with the burdens of management therefore a lot are left undone. The functions letting, rent collection, repairs and social welfare that are meant to bring housing authorities and the occupiers into association are not consistently efficient.

This study has tried to dwell much on the need for adequate supervision and efficient management procedure necessary to achieve an optimum result. It also examines the deplorable conditions of the features constituting housing units and suggest possible solutions and recommendations towards a standardized and decent housing environment, in our housing estates especially those for the low income earners.

According to Dakhil (1978) proper housing is an important need for every human being. The proper utilization of his resources and economic well being greatly depend on the type of accommodation he has been provided with. However, a man’s income can justify his accommodation and if this is low he has to be happy with a low cost house.

STATEMENT OF PROBLEM     

Management of housing estate goes beyond examining physical condition of the property only but basically how function does all the facilities put in place is.

The estate is now in more deplorable and bad condition of management due to lack of repairs and maintenance of the estate which resulted to loss in usefulness and value of the estate.

AIM AND OBJECTIVES OF THE STUDY

The aim of the study is to examine the problems associated with the management of low income residential housing estate.

To achieve this, the following objectives are to be adopted.

i. To examine the types of residential properties in the case study.

ii. To identify the type of facilities in the study area.

iii. To identify the management strategies and procedure of the case study.

iv. To examine the existing management policies in the case study.

v. To identify the management problem in the case study.

vi. To provide possible solution to the identified problems.

1.3 SIGNIFICANCE OF THE STUDY

The research work has looks into the already existing problems of management and poor implementation of policies that have continually prevented the smooth running and administration of the estate. It also provides the way out of these problems and present possible ways of attaining high level of efficiency in the course of management prominent in the study is the impact of proper maintenance culture in the area.

1.4 SCOPE OF THE STUDY

The study focuses on the management procedures and strategies that are to be employed in the management of low income housing estate with a particular reference to Olofa housing estate.

1.5 LIMITATION OF THE STUDY

This dissertation or research work is limited on a residential housing estate basically on Olofa housing estate at Offa Kwara State. And it is meant to examine relevant problems associated with management of residential housing estate.

1.6 STUDY AREA    

GEOGRAPHICAL SETTINGS OF THE STUDY AREA

Offa is located in Kwara State in central Nigeria with a particular of 300 – 400 thousand. The vegetation in Offa is savanna vegetation and the city is noted for its weaving and dyeing trade, using vegetable dyes made from Indigo and other plants. Offa is well known for cultivation of sweet potatoes and maize which form part of the favorite staple foods in the indigene in the town. Offa in one of her eulogy is being address as the home of sweet potatoes, cattle, goat and sheep.

Offa is the second largest town in the central Nigeria with geographical coordinates of 8’9N4’43E.

The ancient tradition for which the town is known as wrestling Offa’s rich history is comprehensively documented in a book written by James Bukoye, Olafimihan an educationalist and clergyman titled ‘Iwe Itan Offa’ literally translated to the book of the history of Offa.

The two royal families in the city of Offa are the Anilelerin (the major ruling house) and Olugbenga these are family names which are well in Offa history prominent individual who are known nationwide includes, Aremo (Prof) Mosbalaje Olaloye Asiwaju of Offa) (OON), Dr. Tunji Olagunju. The Ijaly as Offa was first settled around AD 1000 by Yoruba the Offatedo of Osun State, Iyana.

The present king is the Olofa of Offa, Oba Mufatau Gbadamosi Esuwoye II. The prominent of knighted chiefs of Offa include Esa, Ojomu, Sawo and Balogun. The praise name of Offa is “Ijakadi Loro Offa’ Yoruba phrase meaning “wresting is our game”. The Citys Mascot is the Peacock bird which is one of the most prominent exotic avian species in the region and also because the town is a beautiful place.

Offa grammar school is the first community grammar school in Northern Nigeria. Offa has more recently become well known in Nigeria for being home to Adesoye College Adesoye College is one of the most prominent private schools in Nigeria. The school’s proprietor, Chief Adesoye is also the founder of Okin Biscuits. Both institution have brought him and Offa fame throughout Nigeria.

1.8 DEFINITION OF TERMS

i. Housing: A residential environment consisting of physical structures that man uses for shelter which include necessary amenities for the physical social and mental well being of the community.

ii. Property Management: This is the conscious direction and control of an interest in real property with the sole aim of security and optimum return that could be financial or social.

iii. Low Cost: Decent housing provided at reasonable price for low income groups of people in various part of a country.

iv. Lease: This is a form of property transfer arrangement where the land owner lessor transfer the use and possession of his property to another (lessee) for a definite period of time in consideration for payment of rents that can be other wise subject to eh arrangement between the two parties.

v. Maintenance: This is the action taken to preserve a building or workers with its finishes and fittings on their initial state.

vi. Estate policy: The setting forth of framework of objectives and the means by which they are to be achieved.

vii. Obsolescence: This occurs when a building is physically and functionally exhausted without any useful life as it stand when no longer economically worthwhile to keep it in use.
